As the Jiangsu Provincial Volunteer Service Regulation will take effect on March 5, the lawful rights and interests of volunteers and volunteer service organizations will be under better protection.
In a press conference on March 2, Gong Xumin, deputy director of the Social Development Affairs Committee of the Jiangsu Provincial People's Congress, said the regulation will fomalize the innovative practice of voluntary services on the rule of law. The regulation has seven chapters and 55 articles, covering volunteers’ rights, organizations, activities and rewarding system.
The revised regulation aims to promote voluntary services, improve the management, enhance the service, integrate various resources, and promote its orderly development.
The regulation highlights the “time bank” practice, which enables volunteers to enjoy the priority to receive back the same amount of time they provide in service to others. Volunteers have the right to obtain proof of their service record.
Zhou Hengxin, deputy director of the Jiangsu Provincial Civil Affairs Department, said the province will launch an online platform on March 5 so volunteers can print their own service records, such as the accumulated hours.
