Authorities at the Jiangsu provincial and Nanjing municipal levels joined hands to launch a monthly publicity campaign for children's welfare on May 30, as the revised Law on the Protection of Minors will take effect on June 1.
In addition to plays to vividly publicize the law, ten mental health experts were invited by the education department to provide on-site counselling services that help strengthen parent-child relationships.
As of the end of 2020, there were 13.879 million minors in Jiangsu, accounting for 17.6% of the province’s household registered population. All its 635,000 children in difficulty and 147,000 left-behind children in rural areas were placed under effective guardianship. Jiangsu also had 41 welfare institutions and 618 care homes to look after orphans, guaranteed education service accessible to 1.987 million children of migrant workers, and ensured a 99% of enrolment rate for compulsory education at.
Professor Chen Aiwu of the Law School of Nanjing Normal University said the revised law with 132 articles, a significant increase compared with the original 72 articles, showed more efforts to provide minors with better protection both at school and home, online and offline. For example, the new law requires the government to guarantee the basic support to children in difficulty due to lack of guardianship and clarifies the role of the civil affairs department in coordination. In addition, at the subdistrict and neighborhood administration level, there will be dedicated staff responsible for the protection of minors.
