Jiangsu issues plan to encourage new types of consumption

The General Office of Jiangsu Provincial People’s Government has recently released an action plan to encourage new business patterns and new types of consumption amid efforts to expand domestic demand and boost growth momentum.

Consisting of 16 measures and 23 key tasks, the action plan covers four parts including a combination of online and offline consumption and accelerated development of infrastructure and platforms.

According to the plan, Jiangsu will establish a sound supply system for new consumption development by 2023. The province will support a number of exemplary cities, regional hubs and international centers to spearhead the initiative, assisted by market leading enterprises.

In terms of the integration of online and offline consumption, Jiangsu will intensify the Internet Plus services, promote development of online education in an orderly manner, and support the sharing of quality educational resources. The province will also step up efforts to apply Internet in medical and healthcare sectors, synthesize telemedicine, online payment and drugs delivery for a full-fledged service, and encourage pharmaceutical enterprises to expand their online retail business.

The province will support Nanjing, Suzhou, Xuzhou and Wuxi to build into international consumption centers, and also create business districts with international influence. Jiangsu will also strengthen regulations to protect the development of new consumption. This involves lawmaking efforts to guide e-commerce and the sharing economy.

Among the 23 key tasks are development of online entertainment, smart transportation and ride-sharing, and cross-border e-commerce.
