East China’s Jiangsu Province has released an action plan with 26 measures on six fronts to underpin the three-child policy.
The program includes cancelling the "social maintenance fee," an administrative charge imposed on couples who have children beyond the limit, and changing measures inconsistent with the new policy.
Jiangsu vows to protect the legitimate rights and interests of women, such as paid maternity leave and breastfeeding breaks. The province now allows 155 days of maternity leave and 15 days of paternity leave. Jiangsu also grants couples 10 days of leave for each parent every year before their child turns three years old.
Among other measures, the province will cover 50% and 80% of the contributions to social security premiums paid by enterprises for their female employees having the second and third child, respectively, during the maternity leave. Mothers with two or three children will also get prioritized support in finding jobs.
Jiangsu aims to build a full-fledged system before 2025 to actively support the three-child policy and improve the service management to new level. The province will ensure the maternal mortality rate and infant mortality rate below 7 per 100,000 live births and 4 per 1,000 live births respectively. The number of childcare places for children aged 0–3 will be about 4.5 per 1,000 population.
