Authorities in Jiangsu introduced ten new measures on March 5 to help culture and tourism enterprises tide over the difficulties due to the COVID-19 outbreak and also pursue a sustainable growth.  

The supportive policy cover four parts - facilitating fusion between culture and technology, improving supply-side structural reform in the cultural sector, strengthening the development of platforms, and improving the service and guarantee system. 

The specific measures are to make breakthroughs in technology, support the development of high-tech enterprises, promote digital transformation, increase digital content creation, expand consumption in the digital culture sector, advance the innovation and entrepreneurship initiatives, accelerate the rolling out of new business practice, reduce financing costs, improve the efficiency of governmental service, and enhance the performance appraisal system. 

In terms of “making breakthroughs in technology,” the province has made clear to support the innovative application of technologies such as 5G, artificial intelligence, Big Data, cloud computing, the Internet of Things and blockchain in the cultural field.  

In terms of "strengthening digital content creation”, Jiangsu will make it a priority to support cultural companies to apply digital technology for creations of stage plays, movies, TV shows, documentaries, animated series, publications, and audio-visual works.

In addition, banking financial institutions shall not demand early repayment or delay in or cut off loans for cultural enterprises that have been severely affected by the epidemic.
