Jiangsu Province has introduced 33 measures to consolidate and promote the positive momentum of economic recovery and quality growth, as announced at a press conference by the provincial government on September 10.

The measures focus on four key areas: spurring consumer demand, strengthening growth momentum, improving people's livelihoods, and enhancing service efficiency.

Shen Jianrong, director of the provincial Development and Reform Commission, stressed that Jiangsu will promote consumer goods trade-ins, increase residents' incomes, and support cultural and tourism spending. Over the next two years, the minimum standard for basic pensions will be raised by no less than 8% annually.

As investment plays a crucial role in expanding domestic demand and driving development, the province will enhance its support for equipment upgrades, ensure the progress of major projects, and accelerate infrastructure construction, according to Shen. Additionally, Jiangsu will facilitate the development of low-altitude economy and artificial intelligence, among other future industries.

At the press conference, Sun Jin, deputy director of the provincial Department of Commerce, noted that Jiangsu will support enterprises in participating in overseas exhibitions and developing industrial zones for products like smart appliances and auto parts in cross-border e-commerce.

The province will also assist foreign-invested enterprises in setting up regional headquarters and functional institutions, and encourage banks to provide financial guarantees for business development.

Furthermore, Jiangsu will introduce policies to effectively reduce logistics costs, and simplify project approval procedures for construction projects.

In promoting agricultural modernization, Jiangsu will support the development of smart agricultural parks and digital farms, including ranches and fisheries.

The province will also create more public welfare jobs to assist disadvantaged groups and expand access to quality medical resources. It will gradually expand the coverage of free education, establish comprehensive childcare service centers, build elderly-friendly healthcare institutions, and optimize the medical services for seniors.
