The eighth session of the Standing Committee of the 14th Jiangsu Provincial People's Congress approved a regulation on ecological and environmental protection on March 27, which will come into force on World Environment Day, June 5.
The regulation features a section dedicated to ecological protection and restoration. Jiangsu will establish a robust system for standardizing these efforts, conducting ecological product valuation and investigating environmental damages.
The province supports carbon trading and stresses comprehensive efforts for ecological protection, restoration and compensation, advancing these initiatives by the rule of law. The increase in key pollutant emissions resulting from new constructions and renovations can be offset through carbon emissions trading.
Jiangsu also encourages diversified investment in public infrastructure projects to achieve unified collection and treatment of pollutants.
Regarding the pollution control of major rivers and lakes, the regulation requires local governments to implement effective measures to control total phosphorus and other major water pollutants.
It calls for enhancing the institutional system for environmental health risk response, including risk identification, investigation, monitoring, assessment and management. Jiangsu will also adopt a proactive approach in the management of new pollutants.
