Jiangsu delegation of the fourth session of the 13th National People's Congress held meetings to deliberate the government work report and review the draft outline of the 14th Five-Year Plan (2021-2025) for national economic and social development and the long-range objectives through the year 2035 as well as other reports and draft bills on 7 Mar and 8 Mar. The province’s deputies to the top legislature fully agreed with the government work report delivered by Premier Li Keqiang.

Li Xueyong said that 2020 was an extraordinary year and, under the leadership of the CPC Central Committee with Comrade Xi Jinping at its core, China overcame the enormous challenges and made great strides to win people's satisfaction in various undertakings. The government work report is goal-orientated and supported with precise measures.

Wang Changsong said the report has comprehensively reviewed the historic achievements, analyzed the situation and problems, and drew up a blueprint for future development. Jiangsu had been at the forefront of high-quality development during the 13th Five-Year Plan period. In the next five years, the province should focus on high-quality economic and social development as a key theme, pursue the innovation-driven growth, and improve the manufacturing industry and business environment.

In the view of Zhang Aijun, the report offered a comprehensive and objective summary of the work last year and adopted a systematic approach in mapping out the 14th Five-Year Plan and long-range objectives. Zhang also suggested to strengthen the rule of law in online education administration and establish a cross-departmental mechanism for law enforcement and supervision. It’s also necessary to accelerate the construction of the national cultural parks centered on the Grand Canal, said the NPC deputy.

According to Chen Zhenning, the government work report is clear in development direction and strong in honoring people’s livelihood. Chen’s suggestion is to further promote scientific and technological innovation and self-reliance, stimulate the market potential, promote the business environment, and improve public health services in more integrated ways.

Noting the report highlights the people-centered development concept, Ma Qiulin urged Jiangsu, a large economic province, to promote industrial infrastructure, modernize industrial chain, support the development of the digital economy and prevent risks. Ma’s suggestion also included efforts to advance the development of the industrial innovation belt along Shanghai and Nanjing, and facilitate the experiments to form a regional modernization demonstration zone in southern Jiangsu.

Qi Jiabin saw the work report a reflection of the CPC Central Committee's leadership of the economic and social development. Qi called for more efforts to support the science and technology initiatives, fully play the role of key laboratories, development zones and high-tech enterprises, promote a high-quality development of the manufacturing industry, adjust the industrial and energy structure, and ensure progress to peak CO2 emissions and achieve carbon neutrality.
