The Jiangsu Department of Ecology and Environment released the 2019 Jiangsu Low-carbon Development Report on July 1, one day ahead of the 8th National Low-carbon Day.

According to preliminary estimate, Jiangsu’s carbon intensity in 2019 declined 6 percent than in 2018 and exceeded the annual target. The carbon intensity in the first four years of the 13th Fiver-Year Plan dropped 24.5 percent, meeting the goal set by the state. The province's Energy Consumption per Unit of GDP fell by 3.2 percent, above the target of a 3 percent decrease and also completing the provincial objective ahead of schedule.

In recent years, the province has continuously optimized its industrial structure, accelerated the development of clean energy, made solid efforts to promote green manufacturing, and facilitated low-carbon agriculture. Jiangsu has also developed advanced manufacturing clusters, with six included in the national shortlist to receive prioritized support, accounting for one-fourth of the total. While giving priority to strategic and emerging industries, Jiangsu has stepped up acts to eliminate backward production capacity to reduce production capacity of steel, cement and plate glass by 800,000 tons, 2.1 million tons, and 6.6 million weight boxes, respectively in last year. Jiangsu has also closed 3,600 poorly managed, polluting or small enterprises that are high energy consumption and heavy pollution. It also shut down 1,200 outdated chemical enterprises.
