The 11th session of the Standing Committee of the 14th Jiangsu Provincial People's Congress reviewed a draft amendment on September 25 to the province’s Regulation on Software Industry Promotion. As the first regional regulation of its kind, this comprehensive revision aims to provide stronger legal support for the development of software industry in Jiangsu.
In 2023, revenue from Jiangsu’s software industry reached more than 1.4 trillion yuan, with the industrial software sector contributing 326.9 billion yuan, accounting for more than 21% of the national market.
According to an official from the Jiangsu Provincial Department of Industry and Information Technology, the revision aims to address bottlenecks hindering the high-quality development, and provide stronger legal backing for the sector’s growth.
The revision seeks to clarify the roles of relevant departments. It mandates that departments responsible for copyright, intellectual property, and market regulation raise public awareness of copyright and provide trainings.
To address issues raised by enterprises, the draft revision introduces measures like direct incentives for eligible companies without the need for an application. It also aims to optimize the public service system and guidance through various means, such as ensuring sufficient land for projects and establishing a government-backed financing guarantee system.
The revision also stipulates that county-level and higher governments should support enterprises in technological innovation for industrial and basic software. Jiangsu will promote coordinated innovation in the Yangtze River Delta region and encourages the development of lightweight software platforms, offering further solutions for digital transformation.
