Jiangsu has recently released an action plan for its pilot program aimed at achieving “dual carbon goals” - peaking carbon emissions by 2030 and achieving carbon neutrality by 2060, providing guidelines for participating cities, industrial parks and enterprise to embrace green transformation.
As an economic powerhouse with a robust manufacturing industry, Jiangsu faces challenges of large energy consumption and carbon emissions. Currently, no clear path to peak carbon emissions exits, and issues such as calculating carbon footprints, measuring carbon emissions, and understanding the role of green financing need further exploration.
Against this backdrop, the pilot project aims to establish an effective pathway towards these goals.
The action plan encompasses four key areas. Firstly, practical and feasible initiatives will focus on energy transformation, industrial upgrading, energy conservation, the advancement of green science and technology, public engagement as well as progress in transport, and urban and rural construction.
Secondly, Jiangsu plans to launch key projects in energy infrastructure, energy-efficient renovations, demonstrations of advanced green technologies, environmental infrastructure, development of the circular economy, and ecological protection and restoration.
Thirdly, Jiangsu will improve its policy framework, including fiscal, financial, investment, and pricing strategies to spur sustainable development, leading to innovation in carbon emission calculation, evaluation and management.
Fourthly, Jiangsu will strengthen technology research, promote technology application and enhance talent training. The province aims to actively advance the integration of digitalization, intelligence and green development.
Recently, Jiangsu had five projects recognized in the first batch of 47 projects for the demonstration of advanced green technologies, as released by the National Development and Reform Commission, ranking first nationwide.
