Jiangsu Province has four cities - Nanjing, Wuxi, Suzhou and Yangzhou - included in the national pilot program of building child-friendly cities, according to a circular issued by the National Development and Reform Commission and the National Working Committee on Children and Women under the State Council.

In recent years, Nanjing has incorporated the child-friendly objective into its urban planning outline and also experimented in seven key areas, including health, safety and environment. The city has issued guidelines and an index system for this initiative, building 44 child-friendly spaces and 21 child-friendly communities.
Wuxi has made it clear to create a new model of a child-friendly city with Wuxi's own characteristics. The city's development blueprint and government work report stressed the objective to become a child-friendly city recognized at the national level.

Suzhou has introduced a strategic plan for building itself into a child-friendly city (2021-2035) and a 3-year action plan (2021-2023) for the goal. The city has also set up guidelines for transforming communities, transportation, schools, hospitals and venues to be friendly to children.
In its special action plan for the building of a child-friendly city, Yangzhou emphasized the protection of child's best interest, such as providing public facilities for kids.
