Jiangsu's lawmakers and political advisors ready for two sessions

The fourth session of the 13th National People's Congress (NPC), China's top legislature, is scheduled to open on Friday, a day after the opening of the fourth session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC), the political advisory body, in Beijing.  

Jiangsu’s NPC deputies and CPPCC National Committee members look forward to contributing to the annual two sessions in an important year when China marks the start of the 14th Five-Year Plan (2021-2025) and charts its course toward fully building a modern country. 

Ouyang Hua, a deputy to the NPC and Party chief of Baita Village in Xizhu Town, Yixing City, suggested that township government and village should establish a special fund for rural cultural initiatives, speed up the construction and management of rural infrastructure, open additional fitness space and leisure parks so as to attract more villagers to return to their hometowns and more tourists to the countryside. 

Yang Decai, a member of the CPPCC National Committee and also director of the Institute of Private Economics at Nanjing University, said many farmers' traditional skills and knowledge cannot meet the demands of new industries and business models, and graduates in agricultural majors are reluctant to go back to villages. To address the talent gap, Yang called for a series of support policy to encourage talent to stay committed to rural development.

Sheng Xiaoyun, a famous artist of Pingtan storytelling and also a member of the CPPCC National Committee, urged more efforts to engage with audience through online performance, which became a main form during the COVID-19 outbreak. Sheng said some programs from the Suzhou Pingtan Troupe received record-high views after being shared online.  

Tang Jinhai, a deputy to the NPC and Party chief of Jiangsu Provincial People's Hospital, suggested more specific policy support for smart healthcare initiatives during the 14th Five-Year Plan. Tang said efforts should also be made to share information among hospitals and establish an integrated platform for talent training, telemedicine, medical payment and insurance settlement. 

He Jianzhong, a deputy to the NPC and director of the urban outlet of China Post Group’s Taixing City Branch, has prepared a number of proposals to improve people’s livelihood. Such proposals involved regulating the management of express logistics bases, caring for couriers, promoting vocational education, and regulating the hierarchical medical system in rural area.
