The third session of the 13th Jiangsu People's Congress (PPC) kicked off in Nanjing, January 15.
Wu Zhenglong, Governor of Jiangsu Province, delivered the Provincial Government Work Report on behalf of the Jiangsu Provincial People’s Government.
The government work report summarized the major achievements of Jiangsu in 2019, which include the following aspects:
The economic growth has transferred from high-speed development to high-quality development, with the fixed-asset investment increased by 5.1%, retail sales increased by 6.2%, and consumption accounts for 60% of the economic growth.
The industrial structure is further optimized in 2019. There are 142 industrial enterprises with operating revenue exceeding 10 billion yuan ($ 1.45 billion). The service sector accounts for 50.7% of the provincial GDP.
Technological innovation has injected momentum to the economic growth. In 2019, there are 6,000 new companies involving high and new technologies registered in the province. Jiangsu has built China’s first pilot area of Internet of Vehicles in Wuxi. Besides, the volume of digital economy has reached 400 million yuan.
In the three critical battles against potential risk, poverty, and pollution, Jiangsu has also made much progress. The PM2.5 experienced a year-on-year drop of 6.5%, and the rate of excellent air quality reached 71.4%, both above the national level. Four cities are named as “ecological garden city”. A registered number of 551,500 people with low income in rural areas have reached the goal of making an annual income of 6,000 yuan.
In coordinating development in urban and rural areas, the province’s grain output saw a bumper harvest to reach 37.06 billion kilograms in 2019, with the overall agricultural productivity continue to increase. 100,000 households in northern Jiangsu province improved their housing conditions. Five cities in the northern Jiangsu area, namely, Xuzhou, Suqian, Huai’an, Yancheng and Lianyungang, were included in the national high-speed railway network.
The province has continued to reform and open-up, with trade volume to countries and regions along the “Belt and Road” increased by 9.4%. China (Jiangsu) Pilot Free Trade Zone was established. 92.5% of the administrative approvals now can be processed online.
People’s lives are further improved. The province has cut taxes and fees by 220 billion yuan. The general expenditure on public finances was cut by over 10% and the spending on people’s livelihood increased by 8.5%. 1.48 million new urban jobs were created. The per capita basic pension for enterprise retirees increased by 5.5%.
