China has been implementing the "pairing assistance" programs, channeling financial, technical and human resource and other support, to promote the development of Xinjiang Uygur Autonomous Region.
East China’s Jiangsu Province has played an important role in this program, providing great contribution to the high-quality development of Kizilsu Kirgiz Autonomous Prefecture in Xinjiang.
Industrial parks, supported by Jiangsu, have mushroomed in the former wasteland in the Gobi Desert, which provides competitive products to markets across the country. No longer a backwater, the prefecture has attracted tourists from everywhere and is rising as a hotbed of development.
The Jiangsu Industrial Park features standard, well-structured factory buildings for companies including Kizilsu Future Textile Technology Co., which runs several production lines and hires people of local ethnic groups. Since its opening two years ago, the project has created jobs for more than 600 people and achieved output value of more than 100 million yuan, which is expected to exceed 400 million yuan this year.
The prefecture’s Akqi and Wuqia counties suffered from a slow development in the past as both are remote and high-altitude areas. In the pairing assistance program since 2020, Jiangsu made an innovative move to integrate the prefecture-level industrial park with three separate parks in Atush, Wuqia and Akqi, developed with the support of Jiangsu’s Kunshan, Changzhou and Wuxi cities respectively. This “1+3” development framework has greatly facilitated the parks’ planning, investment promotion, construction and policy measures.
Since 2020, the management department of Jiangsu’s “pairing assistance” programs in Xinjiang provided a subsidy of 220 million yuan for investment promotion, which then stimulated enterprise investment of 1.6 billion yuan. A number of companies specialized in labor-intensive products, including electric bicycles and aerial platform trucks, have settled in the parks. By the end of this year, the parks are expected to add an annual industrial output value of more than 2 billion yuan, which will increase the prefecture's total by more than 40%.
With the funding and technology sources from Jiangsu, Kizilsu has also seen the rapid growth of fruit tree, agriculture and animal husbandry industries. Jiangsu has also introduced talents to the region to develop tourism. From January to June this year, Kizilsu received more than 1.73 million visitors and achieved a tourism revenue of 654 million yuan.
