Jiangsu supports cross-border e-commerce with new measures

Jiangsu provincial government has recently issued a guideline to promote the high-quality development of cross-border e-commerce, the first such policy exclusively for the booming sector.

The guideline was jointly formulated by seven departments including commerce, transport, market supervision and taxation. It makes clear of 20 measures, such as support to market players and trade facilitation.

Efforts will be made to give full play to the roles of pilot free trade zones, comprehensive bonded zones and other platforms, build industrial parks equipped with all-round services, launch e-commerce incubation bases, and support enterprises to extend the reach into shared overseas warehouses.

To promote the digital transformation of traditional foreign trade enterprises, the province will facilitate the operation of platform-based or leading service providers for cross-border e-commerce, and encourage companies to win orders through the third-party or their own platforms.

Jiangsu will step up efforts to support the B2B2C model, a more complex e-commerce based on inventory warehouses, O2O, the bonded warehouse mode (Customs Supervision Code 1239), and new retail forms. Enterprises in comprehensive bonded zones will be supported to develop cross-border e-commerce business.
