Jiangsu delegation submits 11 proposals and 466 suggestions to NPC

The Jiangsu delegation to the second session of the 14th National People's Congress submitted 11 proposals and 466 suggestions by the noon on March 10, according to a press conference of the delegation.
The 11 proposals, all related to legislations, include the enactment of five laws on the prevention and resolution of conflicts and disputes, the protection of arable land quality, the protection of the Huaihe River, the development of the low-altitude economy, and volunteer services. The other proposals are amendments to six laws related to renewable energy, bidding, anti-unfair competition, enterprise bankruptcy, criminal procedure and labor.
The 466 suggestions, aligned with the province’s actual development and public opinion, focus on six aspects:
First, accelerating the sci-tech self-reliance and fostering new quality productivity forces. A total of 75 suggestions aim to create an industrial S&T innovation center with global influence, support the construction of underwater data centers, spur innovation through financial measures, establish national labs for deep sea equipment and technology, and strengthen the talent training system in basic science.
Second, promoting the high-level opening up and coordinated regional development. There are 78 suggestions related to enhancing the Eurasian land-sad intermodal transport corridor, promoting cross-regional synergies between sci-tech and industrial innovation, supporting the Yangtze River Delta in the collaborative construction of industrial parks, and constructing an underground logistics network in the region.
Third, promoting agricultural modernization and rural revitalization. A total of 47 suggestions are related to strengthening China's response to droughts and floods, constructing high-quality agricultural development zones, upgrading the province’s  seed industry innovation platform to a national level.
Fourth, strengthening grassroots governance and improving people’s livelihoods. There are 140 suggestions concerning the safety of electric bicycles, cyberspace governance, the protection of rights and interests of workers engaged in new forms of employment, and community-based elderly care services.
Fifth, improving the ecological environment and building a Beautiful China. A total of 37 suggestions are mainly about conducting joint research on regional ozone pollution prevention and control, voluntary greenhouse gas emission reduction trading, and a holistic protection of Jiangsu’s bay areas.
Sixth, there are 89 suggestions on strengthening the judicial protection of intellectual property rights of intangible cultural heritage and other subjects.
