Huai’an will strengthen efforts in five aspects to move towards its development positioning as a modern central city in the north of the Yangtze River Delta, said Shi Zhijun, head of Huai'an delegation at the "two sessions" of Jiangsu Province.
First, to support the development of the advanced manufacturing industry. Committed to the real economy, the city strives to build its modern industrial system and give full play to its geographical advantages in enhancing waterway transport and connectivity with Shanghai. It aims to become a hub for integrated development in the manufacturing sector in the Yangtze River Delta.
Second, to strengthen the role of S&T innovation. Huai’an plans to increase the cultivation of innovation-driven enterprises at various stages and leverage the pro-innovation initiatives, including the Nanjing-Huai’an S&T Innovation Corridor and key labs at Nanjing University of Science and Technology. This promotes the cooperation among various parts in the innovation ecosystem, from funding to talent.
Third, to enhance the role of transportation hubs. The city will improve its modern comprehensive transport network, which includes an asterisk-shaped high-speed railway network, a national hub of highway transportation, a national center of inland waterway shipping, and an international air cargo hub. It aims to serve a critical role in connecting the Yangtze River Delta with the Beijing-Tianjin-Hebei regon in the north, Jiangsu’s coastal areas in the east, and inland areas in the west.
Fourth, to support green development. The city will actively develop green and low-carbon industries, explore the market for renewable energy, increase its carbon sink and carbon footprint management.
Fifth, to improve the business environment to feature four records: the lowest logistics cost, the lowest factor cost, the best service environment and the highest efficiency. Huai’an will emphasize fostering a talent-friendly environment and becomes a city that honors entrepreneurs.
