In 2014, Nantong will expand effective investment, increasing its manufacturing investment to account for more than 50% of the total and transportation investment to exceed 45 billion yuan. According to Wu Xinming, head of Nantong delegation at the "two sessions" of Jiangsu Province, the city will actively promote the integrated development of domestic and foreign trade, explore markets along the Belt and Road Initiative, and boost foreign investment flow. It will adopt institutional measures to upgrade the 17 industrial parks at and above provincial level and stabilize foreign trade and investment stable with improved quality.

Nantong is committed to becoming a manufacturing powerhouse through innovation-driven growth, project-based development, and the creation of industrial clusters. Nantong will strengthen investment promotion, foster tech companies, introduce tech start-up projects, and facilitate the growth of high-tech companies, aiming to transform it into a renowned modern industrial city.  Nantong will seize development opportunities in the national strategies of integrated development of the Yangtze River Delta and Yangtze River Economic Belt. The city will leverage its transportation network to launch landmark projects, including joint development of industrial parks. It will accelerate the construction of a petrochemical complex at Tongzhou Bay, develop industry-leading and fundamental projects, and establish a high-quality marine industry.

Adhering to a people-first approach, Nantong will improve public services in healthcare, education and elderly care, ensure the quality of projects essential to people’s livelihood, and meet the people's aspirations for a better life. The city will coordinate urban and rural development and promote the integration of culture and tourism, enriching the practice of humanistic economics.
