Jiangsu committed to improving people's livelihood through united efforts

Poeple from all walks of life in Jiangsu Province have responded actively to the report by Xi Jinping on behalf of the 19th CPC Central Committee. The report stressed the importance to safeguard and improve people's livelihoods in the process of development and unite efforts to forge ahead for a better life. Delegate Zhou Ying, director of the province’s Healthcare Security Administration, said efforts will be made to fully implement the spirit of the congress, give priority to the people and life, and solve the problem of unbalanced and inadequate development of medical insurance system. Jiangsu will also introduce new measures to address pressing concerns of the people and ensure the supply of high-quality medical services.

Jiang Lun, Party chief of the Grassroots Service Department at the province's Health Commission, said the province has taken the national lead in building community-level hospitals and rural centers amid efforts to upgrade the medical and healthcare services at the grassroots level. The province has opened 18,000 primary medical and health institutions.

In the view of Zhang Chunlong, director of the Institute of Social Policy of the Jiangsu Provincial Academy of Social Sciences, it's important to ensure the safety and regulation of social security fund in order to provide stable and sustainable services to the people.

Zhu Hua, director of the Old-age Insurance Office at the province’s Department of Human Resources and Social Security, said a total of 59.65 million people were covered by basic old-age insurance in Jiangsu in the past ten years, about 19.89 million were enrolled in unemployment insurance, and 23.42 million people held work-related injury insurance, up 25%, 49% and 65% compared with the end of 2012 respectively.

Jiangsu has also attached great importance to the job-first strategy and tried to make sure all people can enjoy the chance of career development through diligence. Zhang Hongwei, deputy director of the Department of Human Resources and Social Security, said the department will earnestly implement the spirit of congress, improve the system and measures, and establish a policy framework to stabilize employment, promote entrepreneurship and prevent unemployment. Jiangsu will also accelerate the digital transformation of employment, and upgrade the employment monitoring and analysis system.

Jiangsu has built more than 2.926 million government-subsidized houses and helped more than 7 million residents in difficulties to improve the living environment. Tang Hongbin, director of the Government-subsidized Home and Reform Office of the province's Housing and Urban-Rural Development, said Jiangsu will continue the endeavors and enhance the government-subsidized home system. Efforts will also be made to provide government-subsidized rental housing as a priority, regulate the public rental houses, promote the renovation of urban shantytowns, and meet the housing needs of all of our people, according to Tang.

Jidang Village in Lianyungang’s Ganyu District was a poor, chaotic village in the past. In recent years, the village has supported the plastic recycling businesses and built an industry park of 1,036 mu while the collective income amounted to 16 million yuan last year and people’s net annual income reached 42,500 yuan, said delegate Zhong Baijun, the village’s Party chief.

Qiu Wenbiao, director of the Civil Affairs Bureau in Nanjing’s Jianye District, said the district will coordinate efforts of social assistance, social welfare, and assistance to the disabled in order to build a tiered and classified social assistance system. Jianye will makes sure the elderly people and children can receive better care and support and all people to benefit from the common prosperity.

Delegate Deng Hong, Party chief of the Water Lily Volunteers Association in Hongze District of Huai'an City said the association has provided more than 50,000 hours of volunteer services over the past ten years, benefiting more than 10,000 people.
