Jiangsu has recently introduced two standards of energy consumption quota for public institutions amid efforts to peak carbon dioxide emissions and achieve carbon neutrality.
According to the Jiangsu Government Offices Administration, energy consumption quota helps promote a better and sustainable management approach. The standards are applicable for all public institutions in Jiangsu, and are divided into six categories - shared office, individual offices by Party and government agencies, educational institutions, medical institutions, and venues.

The main indicators are energy consumption per unit of floor area, building energy consumption per capita, power use efficiency at data center, canteen energy consumption per capita. Each indicator includes values at three levels - limit, basic and reference. Public institutions that exceed the limit must strive to fall behind the line within two to three years.
During the 14th Five-Year Plan period, all cities that have subordinate districts in Jiangsu will continue to comply with the requirements over both energy consumption and energy intensity.
Jiangsu has also encouraged regions in a better condition to adopt a more rigorous, detailed and localized standard to guide energy consumption, which will help form a comprehensive energy consumption management system in the province.
