LONDON, Sept. 5 (Xinhua) -- Britain's Birmingham City Council declared itself bankrupt on Tuesday.

The council announced it was unable to meet its debts, built up mainly because of equal pay claims by staff and former staff.

Senior officers have called a halt to all new spending, except for spending on vulnerable people and essential services.

Birmingham is considered the second-largest city in the United Kingdom.
