Huai’an has entered into the sister-city relationship with Portoviejo in Ecuador, recognized as a UNESCO Creative City of Gastronomy in 2019.
Huai'an as one of the main birthplaces of Huaiyang cuisine won the UNESCO recognition in 2021.
Via video link, the two cities reached an agreement on cooperation in the fields of economy, trade, technology, culture and tourism, education and environmental protection.

Portoviejo is the capital of Manabí, in the central coastal region of Ecuador. With a population of 250,000 inhabitants over an area of 967 square kilometers, it’s the main political and economic center of the Portoviejo River valley, with strong agricultural and maritime industries. The city is also known for tomato, onion, pepper, and tropical fruits such as banana and mango.
