The 14th CPC Jiangsu Provincial Committee convened its 7th plenary session in Nanjing from September 1 to 2. Xin Changxing, secretary of the committee, delivered a speech.
The Standing Committee of the 14th CPC Jiangsu Provincial Committee fully implemented the spirit of the 20th CPC National Congress as well as the second and third plenary sessions of the 20th CPC Central Committee. It also earnestly studied and implemented the spirit of the important speech delivered by Xi Jinping, general secretary of the CPC Central Committee, during a deliberation with his fellow deputies from the provincial delegation at the second session of the 14th National People's Congress. Efforts were made to coordinate development and security in Jiangsu, leading to new progress and achievements in various aspects.
The plenary session emphasized that Jiangsu aims to make breakthroughs in critical areas and key links by the time the People's Republic of China celebrates its 80th anniversary in 2029, and to complete the reform tasks proposed by the session. Jiangsu plans to essentially modernize its system and capacity for governance by 2035 when China basically realizes socialist modernization.
Jiangsu will continuously strengthen the economic foundation for modernization, with economic reform as the driving force. The main tasks are to enhance systems and mechanisms geared toward high-quality development, guide the healthy development of emerging industries, establish a growth mechanism for future industry investment, and comprehensively foster new quality productive forces. The province plans to intensify efforts to create a high-standard market, boost comprehensive innovation, deepen integration among industries, universities and research institutes, and enhance the virtuous circle among education, technology and talent. Jiangsu will also deepen the reform of its fiscal and financial systems, improve the regional coordinated development mechanism, advance integrated urban-rural development, and build a higher-level open economy system.
According to the plenary session, Jiangsu will leverage the advantages of the rule of law through reform, accelerate the construction of laws and regulations for emerging fields, and improve the level of foreign-related legal services. The province will deepen its cultural sector reforms and stimulate the vitality of cultural innovation and creation. Jiangsu will enhance public welfare through reforms, the whole-process people's democracy, the basic public service system, and the population development strategy. With an integrated approach to development and security, Jiangsu will prioritize reforms to improve the systems of national security, public security and social governance. The success of reforms should be measured by the achievements, results and satisfaction of the people, according to the meeting.
