Xue Jiping, chairman of Jiangsu Zhongtian Technology Co Ltd and deputy to the National People's Congress, called for efforts to improve the administration of hydrogen energy in China.
It's widely believed that the hydrogen energy sector has entered a new stage of development in the world, and it will help China achieve its carbon peaking and neutrality goals.
However, Xue found in his studies that most regions still classify hydrogen as a hazardous chemical, causing difficulties for the development of hydrogen production and hydrogenation. Therefore, he proposed clarifying the administration of hydrogen energy in the first session of the 14th NPC.
According to Xue, China should first improve the governance system of hydrogen energy industry, such as regulating the management mechanism regarding to production, storage, and transportation, and making clear of the responsibilities of management departments.
In addition, efforts should be made to improve the safety and supervision system by introducing or amending the regulations and standards, and making full use of Industrial Internet, Big Data and Artificial Intelligence to build an operation monitoring system.
He also suggested to build an industrial standard certification system and public service platform supported by third-party service providers. "Additionally, incentives to promote research and application are of equal importance," Xue added.
