The first session of the 14th Jiangsu Provincial People's Congress opened on January 15.
Xin Changxing, secretary of the CPC Jiangsu Provincial Committee, presided over the meeting and governor Xu Kunlin delivered the government work report.
The main task of this session is to review and summarize the work of the Standing Committee of the Jiangsu Provincial People's Congress, the provincial government, the court and procuratorate in 2022 and the past five years, and set goals for economic, political, cultural, social and ecological civilization endeavors in 2023. Besides, the meeting will also elect deputies to the 14th National People's Congress, elect members of the Standing Committee of the Jiangsu Provincial People's Congress and leaders of the provincial government, the court and procuratorate, and also adopt the composition of the new special committees of the provincial people's congress.
The government work report noted that in the past five years Jiangsu adhered to the new development concept to steer a high-quality development, continued the reform and innovation, effectively coordinated epidemic prevention and control and economic and social development, promoted integration of development and security, built an all-round well-off society at higher quality, and realized the government goals.
Jiangsu's gross domestic product (GDP) in 2022 is expected to surpass 12 trillion yuan, up 5.5% year on year and an annual increase of one trillion yuan again for four consecutive years. Jiangsu's per capita disposable income reached 49,800 yuan, an expansion of 42.3% compared with five years ago. The province also achieved fundamental changes in ecological protection and reached a new height in building itself into a cultural powerhouse.
Jiangsu has played an important role in the country's overall development and stands out for being the place to carry out multiple national strategies. It also boasts a solid industrial foundation, rich scientific and educational resources, excellent business environment and huge market.
The province has set its economic growth target at around 5% in 2023 while general public budget revenue and consumer price increase are expected to rise 5.5% and 3%, respectively. The per capita disposable income will keep pace with economic growth, and the number of newly created urban jobs will hit 1.2 million. Jiangsu will also stabilize grain production and improve the quality in ensuring stable growth of foreign trade and foreign direct investment inflow.
Jiangsu will focus on endeavors on ten fronts: actively expand effective demand, accelerate the development of a modern industrial system, build itself into a powerhouse of science, education and talent, advance the modernization of agriculture and rural areas with solid efforts, promote coordinated regional development, deepen reform and opening up, strengthen the work on ecological civilization, promote the progress of cultural undertakings and industries, continue efforts to improve people's livelihood, and effectively resolve risks during the development.
The province has planned to carry out 55 projects in 13 categories to improve people's livelihood in 2023, which will proceed through the list-based administration and project management approaches.
The session's agenda includes a review of the report on the implementation of the 2022 plan and on the 2023 draft plan for the province's economic and social development, and a review of the report on the execution of budget for 2022 and on the draft budget for 2023. The session will also deliberate a draft regulation on medical-security submitted by the Standing Committee of the Jiangsu Provincial People's Congress.
