During a press conference on February 24, the Jiangsu High People's Court introduced the progress it has made in building one-stop diversified dispute resolution mechanisms and litigant service system since the launch in 2019.
Jiangsu has established offices to promote the work in all courts at three levels, entered into cooperation with 20 industrial bodies, social organizations and associations, and formed over 30 docking mechanisms to connect litigation with mediation for disputes involving labor, marriage, securities and insurance, according to Liu Kun, head of the case-filing tribunal of the Jiangsu High People's Court.
The work has made great strides already. In 2020, the number of cases that went through mediation before court proceedings reached 539,000, up 131.3% year on year. Over 201,000 cases were settled through mediation, 2.2 times higher than in 2019. The number of new civil and administrative cases both dropped, and over 90% of local courts reported the decline of total number of cases being handled.
In the year, Jiangsu also promoted the use of online platforms, saving more people the bother of going to court. The province’s courts accepted 621,000 cases, completed 77,000 trials, and handled 51,000 meditations all through the Internet. They also enforced the network enforcement inquiry and control for 1.09 million times, delivered e-service for 1.89 million times, and handled 630,000 inquiries through the hotline 12368.
To cope with the rising litigation faced by courts, the country is promoting the "diversified dispute settlement" scheme, that is, mediation in different types, arbitration, and litigation are connected and coordinated in an integrated way.
