Jiangsu’s NPC deputies and CPPCC members share COVID-19 response and recovery

The third session of the 13th National People's Congress (NPC) and the third session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC) will take place in Beijing this week, amid the country’s progress to combat the coronavirus outbreak.

Both NPC deputies and CPPCC members from Jiangsu, an export-oriented economic powerhouse in China, are ready to share the successful practices to win this two-front battle - combating the outbreak and bolstering economic and social development.

NPC deputy Qi Jiabing, also secretary of the CPC Changzhou Committee, said the city has introduced a series of measures to promote resumption of work and production, including a 300 million yuan fund to support the development of culture and tourism.

Shi Lijun, also a deputy to NPC and secretary of the CPC Taizhou Committee, said comprehensive measures were introduced to stop the importing of COVID-19 cases from other countries since early March, making sure full contact tracing of international passengers from their arrival to stay-at-home isolation.

According to Huai’an’s Party chief Cai Lixin, the city launched ten measures to make COVID-19 response precise and targeted, helped enterprises overcome difficulties with a Party-government-business coordination platform, and also introduced incentives to boost consumption.

About 97.5 percent of Xuzhou’s companies in the “four above’s” cluster, an economic statistical term referring to industrial enterprises above designated size, construction enterprises meeting qualification standards, companies in wholesale and retail trades, hotels and catering services above designated size, and key service enterprises at the national level, have resumed work and operation, said NPC deputy Zhou Tiegen, also secretary of the CPC Xuzhou Committee.

Jiangsu has also worked closely with international counterparts in the global fight against the pandemic. NPC deputy Wang Jingcheng, director of the Northern Jiangsu People’s Hospital Medical Group, said experts used video meetings to share China’s practices and experiences with Israel and the materials in English version were also provided to medical workers in other countries and regions.

One of the successful response measures is a comprehensive approach integrating the use of Big Data, ‘grid-management’ at the neighborhood level, and home visits. Data showed nearly 30,000 full-time and part-time workers made 240 million contacts with 93.58 million households, offering service for 9.846 million times and discovering 608,000 pieces of important COVID-19 information.

Ouyang Hua, Party chief of the Baita Village in Xizhu Town of Yixing City, is optimistic about the development prospect. The village’s farm allowed visitors to pick cherry and strawberry among other agritourism programs.

He said more than 8,000 tourists visited the village during the May Day holiday and created revenues of over one million yuan. “When tourism buses from Nanjing, Shanghai and other places come to our village, I’m sure farmers will have more income,” said he.

CPPCC member Zhang Guiping, also the chairman of Suning Universal, said private enterprises face the task of making full use of policy incentives to expand business development and becoming more proactive in pursuing innovation.
