The Department of Culture and Tourism in Jiangsu Province and the province’s Development and Reform Commission have jointly released an action plan to turn the vision laid out in the province’s 14th Five-Year Plan into reality. 

Amid epidemic prevention and control efforts, Jiangsu will further promote the high-level integration and high-quality development of culture and tourism, supply more fine tourism options, and optimize the modern tourism system. The province will highlight its reputation as a top destination with unique water charm, modernize the tourism governance, and build a number of world-class scenic areas and resorts with vibrant cultural characteristics. It will also speed up the development of “red tourism,” which refers to visiting historical sites with a modern revolutionary legacy, rural tourism, digital transformation of the industry, and help the people benefit more from such endeavors, thus making a huge stride towards Jiangsu’s goal of becoming a powerhouse of tourism. 

The action plan stresses the importance of high-quality development of tourism by putting forward 10 key programs and 35 specific tasks. In line with the national development planning system, the action plan has made clear of responsibilities to be shouldered by the people's governments of cities and counties (districts) as well as 42 relevant provincial departments and organizations. Meanwhile, the province will enhance financial support, provide the land supply, and take other measures to ensure the effective implementation of the tasks.
