The Jiangsu Provincial People's Government has recently introduced 21 measures to accelerate its objective of becoming an intellectual property powerhouse.
Among the measures, the province plans to cultivate high-value patents, enhance intellectual property applications, promote the use of innovative products, and strengthen financial support for intellectual property initiatives.
Jiangsu will encourage enterprises, universities, research institutes and service organizations to jointly establish centers for high-value patent cultivation, providing fund to eligible centers.
For technical intellectual property obtained by universities and research institutes with public funds, the right of ownership or long-term use can be granted to the person(s) who completed the project in accordance with relevant state regulations.
Jiangsu will support the application of intellectual property and provide financial assistance to universities, research institutes, enterprises and public institutions that have showed outstanding performance in this endeavor. Patentees will also be supported in carrying out licensing of patented technologies.
Furthermore, efforts will be made to strengthen the investigation and punishment of intellectual property violations, as well as the protection of intellectual property in key areas, channels and commodities throughout the imports and exports chain. The province plans to deepen the reform of judicial protection of intellectual property rights, enhance the courts dedicated to IPR issues, and promote the establishment of the Nanjing Intellectual Property Court.
Jiangsu will support the national center offering guidance on resolving overseas IPR disputes to launch a regional center as well as work stations in major trading countries and regions. For products that have received mutual recognition of geographical indications between China and Europe, Jiangsu will also strengthen the overseas IPR protection services. In addition, the province will support industrial alliances, associations and professional organizations in tracking and sharing intellectual property developments as well as providing risk warnings.
