SIP Human Resources Park, part of Suzhou Industrial Park, became one of China’s first 12 export bases designated by the Ministry of Human Resources and Social Security and the Ministry of Commerce.
It’s also the only winner of the recognition in East China’s Jiangsu Province for its solid development foundation of HR service trade, strong competitiveness and far-reaching impact.
Tan Guoming, deputy director of Suzhou Human Resources and Social Security Bureau, said SIP Human Resources Park, established in 2013, has a planned area of 229,200 square meters and an investment of 4.46 billion yuan. It centers on Suzhou National Hi-Tech District and also includes outlets in Changshu City, Kunshan City and Wujiang District. In 2017, it was recognized by the State Administration of Foreign Experts Affairs as China’s second industrial park of international HR service.
Over the past nine years, a full spectrum of HR service including recruitment, headhunting, payroll, assessment, consultation, software and comprehensive solutions is taking shape in the park. In moving up to the mid-to-high-end HR service sectors, the park has also hosted many top industry events, such as the China Intelligent Manufacturing Human Resources Forum, the Shishan Human Resources Forum and the China Human Resources Service Industry Innovation Conference.
Meanwhile, the city has introduced a series of measures to encourage local HR service providers tap into the international markets, such as participation in international service outsourcing. Suzhou also pledges to provide up to 500,000 yuan to renowned HR service providers to settle in the park.
By the end of 2021, the park had become home to offices of 413 HR service organizations, among which 54 are top global and domestic providers, such as CIIC, FSG and Enigma.
