Jiangsu's Department of Housing and Urban-Rural Development has recently announced a guideline on building pocket parks, small outdoor public spaces covering an area of between 100 to 10,000 square meters.
Pocket parks can help optimize the layout of green space, meet the needs of residents for leisure and recreation, and enhance the quality of urban services, according to the guideline. Jiangsu also regards it an important endeavor for urban renewal, sustainable development, and people's livelihood improvement.

A pocket park open to the public is expected to provide different functions, such as a place for people to meet, enjoy the landscaping, use sports and fitness facilities, watch cultural exhibitions, according to the guideline.
Such parks should be built mainly by making use of six types of plots including the idle land plots, small space left after a building was demolished, and venues near the roads or bridges.

The guideline also includes suggestions on the use of decorative plants, pavement materials and other facilities in building pocket parks.
