Binhai County in Yancheng City has taken a series of measures in recent years to build a "15-minute service circle," which means residents can get all the daily services they need within 15 minutes' walk, such as medical treatment, shopping, cultural and sports venues, and government service.
This campaign included a balanced allocation of medical service resources, which mainly consist of one public tertiary hospital, one public secondary TCM hospital, one psychiatric hospital and 14 town-level hospitals. They are also backed up by five private secondary hospitals, 13 private primary hospitals, one regional medical center, 54 private clinics, 315 village-based clinics, and 51 health units.
To promote the culture of reading, the county’s library held 12 tour exhibitions last year. Meanwhile, the county organized 25 events in honor of traditional culture and festivals, 10 training sessions on civilized behavior, and seven cultural programs on different themes. Binhai also screened films for children on weekends for 48 times.
Efforts were made to optimize the layout of fitness facilities too, making them available in parks, tourist attractions and neighborhoods. The achievements included opening a 10km fitness trail, building two sports grounds at high standard, renovating workout equipment in 15 residential communities, and refurbishing a sports park. Sports facilities in 13 schools are now also open to the public to use.
Binhai has encouraged building 15-minute fitness circle in its towns and 10-minute fitness circle in urban areas. By the end of last year, the county had completed investment of 28.37 million yuan for the sports service upgrade, such as building 520 basketball courts and 14 football fields. Data showed nearly 400,000 people in the county exercise regularly.
