Jiangsu has made it a priority to build a robust province-wide planning system for development of marine economy.

It is the first province in China to introduce a regional law to promote marine economy, which requires the natural resources department in all its 13 cities that have subordinate districts to clearly specify the duties and responsibilities. Such departments in coastal cities moved up further to add new offices specially for marine economy.

Jiangsu also set a record in China for being the first to expand the statistical reporting of the marine economy from only in coastal cities to all cities that have subordinate districts.

Recently, Wuxi, Changzhou and Taizhou cities have issued local 14th five-year plans for marine economy as an important strategy to strengthen their local economy. They became the first group of coastal cities not only in Jiangsu but also in the country to introduce such specific blueprints.

According to the plan, Wuxi aims to improve its marine economy to reach 85 billion yuan by 2025, a year-on-year growth of 6.8% and with a priority given to the development of the Taihu Lake Deep Sea Sci-tech Lab.

Changzhou’s plan has laid emphasis on sea-related equipment and accessories, marine materials, ship cables and other industries that the city enjoys competitive strengths in.

In Taizhou, the planning focuses on support to small and medium-sized enterprises driven by science and technology as well as start-ups. The city aims to be a vibrant hub of sea-centered enterprises and achieve a marine economy of 10 billion yuan by 2025.

Other coastal cities in Jiangsu and county-level cities have their planning at the stage of review and approval.
