Nie Yong, an employee of Nanjing Tanker Corporation, became the first in China to receive the all-in-one certificate for inland vessel crew on March 2.
At the Nanjing Maritime Safety Department, Nie used a self-service device to print the certificate by himself, the first since the Jiangsu Maritime Safety Administration began to integrate multiple certifications and licenses into one consolidated certificate in the pilot reform.
In the past, a crew member needed to carry as many as nine kinds of certificates to work on board. Any missing of the documents needs to be reissued separately and at different places, a time-consuming procedure.
The new measure helps save the cost of crew members and shipping enterprises, improve the administrative approval efficiency, and facilitate the law enforcement.
Currently, the reform measures are limited to the inland river crew registered with the maritime safety department in Nanjing and Taizhou, and ships that are registered in the two cities and sailing in rivers administrated by the Jiangsu Maritime Safety Administration.
