The Civil Affairs Bureau of Xuzhou City, in cooperation with other seven departments in the city, has released an updated action plan to improve protection of 152,032 children living in difficulty.

The action plan made clear and quantitative provisions on the standard of living allowance by dividing the disadvantaged children into six groups, such as orphans, children of parents who are unable to exercise their guardianship duties and children suffering from disabilities or illness.

The minimum living allowance for orphans living in the city’s orphanage is 2,522 yuan, a standard assistance reviewed and adjusted on July 1 every year. Orphans not in the residential institution will receive the minimum living allowance no less than 1,640 yuan, 65 percent of the standard assistance. Children who lack of guardianship of their parents will receive the living allowance 80 percent of the standard.

The guideline also made specific requirements to cope with other conditions where children have difficulties in life.
