The Huanghai Seaside National Forest Park, located in Dongtai, Yancheng City of Jiangsu province, has recently finalized the registration of property rights for its natural resource assets.
Originally a barren coastal mudflat with saline–alkali soil, the area has undergone over 50 years of renovation and tree planting. It is now the largest man-made forest for ecological purposes in East China and the largest coastal artificial forest park in the country.
In May 2023, the Department of Natural Resources of Jiangsu Province, Yancheng Municipal People's Government and the Forestry Bureau of Jiangsu Province launched the property rights registration for the forest. The process included several stages, such as review and public announcement, to clearly define the quantity and quality of natural resource assets, as well as ownership, rights and responsibilities.
Spanning 3711.45 hectares, the park’s natural resources are all state-owned and represented by the Jiangsu Provincial People's Government. Specifically, the park comprises 2,095.43 hectares of forests, 417.23 hectares of water area, 8.31 hectares of wetlands, 5.88 hectares of grassland, and other resources occupying the remaining 1,184.60 hectares.
