Chen Zhichang, the acting mayor of Huai’an, delivered the work report on behalf of the city government during the fourth session of the eighth Huai’an People’s Congress, held at the Huai'an Grand Theater on the morning of January 9.
Chen’s report included three parts – a review of the work in 2019, tasks set for 2020, and all-around improvement of government, amid efforts to realize the goal of building an all-round well-off society in all respects.
Chen said in the past year Huai'an achieved a stable economic growth, deepened key reforms, opening-up and cooperation, enhanced ecological environment, and improved people’s living and the government work-style. The city’s GDP is estimated to reach 384 billion yuan, a rise of 6.7 percent. The growth rates of general public budget revenue, fixed asset investment above designated size and added value of industries above a designated scale increased by 4.1 percent, 6.5 percent and 6.5 percent, respectively. The disposable income of urban and rural residents is expected to reach 38,870 yuan and 18,500 yuan, respectively, both up 8.5 percent.
Huai’an will focus on ten major tasks in 2020: to continue efforts for breakthroughs in key projects and accelerate industrial transformation, to deepen cooperation with Nanjing and Kunshan and align with the integrated development of the Yangtze River Delta, to push forward the regional development of Grand Canal Cultural Park and build itself into a role model in the initiative, and to promote the launching of Huaihe Development and Construction Group so as to facilitate the planning of Huaihe River Green Economic Belt.
The next three tasks are to develop an air cargo hub and a comprehensive transportation network, to promote tourism with distinctive ecological, cultural and water-town charms, and to continue the improvement of rural housing and speed up rural revitalization.
The last three tasks are to deepen the reform in the approval system for construction projects and streamline administrative approval service, to launch the construction of an international wetland city and build a comprehensive system to protect ecology and environment, and to make every effort to become a National Civilized City and build a more civilized society in all aspects.
Among ten specific projects centered on people’s livelihood progress, the city will renovate life service facilities for urban and rural residents, improve the countryside roads, increase the governance of wetland ecological system, boost high-quality resources for basic education, ensure access to drugs for patients with hypertension or diabetes, offer care to the poor and disabled, increase the minimum living allowance standard, assist employment and occupational training, and support cultural and sports programs. Efforts will be made to address structural issues affecting people’s livelihood and meet people’s new expectations for a better life.
The meeting also reviewed the Implementation of the 2019 Plan for Economic and Social Development, the 2020 Draft Plan for Economic and Social Development, the Implementation of 2019 Budget and the 2020 Draft Budget Plan.
