Jiangsu Province has released its civil aviation development outline during the 14th Five-Year Plan (2021-2025).

The province’s airports aim to handle 120 million passenger trips and 2.5 million tons of cargo, boast 10 general airports at A1 level, and operate two general aviation service stations.

Nanjing Lukou International Airport, the main airport serving Nanjing City and the province, will achieve a steady growth during the period to be one of the world’s 50 busiest airports, with the goals of handling up to 45 million passenger trips and 700,000 tons of cargo. Sunan Shuofang International Airport is also estimated to increase its capacity to 15 million passenger trips and 300,000 tons of cargo.

The province will greatly expand its flight network by opening routes to 195 destinations, including 60 international or regional destinations, as well as 41 all-cargo routes home and abroad. The quality of service will be significantly improved, with the flight punctuality rate set up at above 80%.

According to the outline, Jiangsu will turn Nanjing Lukou International Airport into an international aviation hub, promote Yangzhou-Taizhou airport to become a tourist hub, and build Huai’an airport into a cargo hub, which together with Lianyungang Port and Xuzhou International Land Port form the core logistics centers in northern Jiangsu.

Jiangsu plans to highlight the distinctive features and service priorities in airport development. Benniu airport in Changzhou will mainly be used for business jets. Xuzhou’s Guanjin airport will play a key role in the development of Huaihai Economic Zone. The airport in Lianyungang will contribute to the Belt and Road Initiative and Yancheng’s Nanyang airport will mainly serve flights to South Korea. Nantong airport is expected to be an important part of Shanghai’s strategy of being an international hub.

To expand the international flight network, Nanjing Lukou International Airport will resume and add more flights to Frankfurt, Moscow, Helsinki, Los Angeles, Vancouver and Sydney, and open a new flight to Melbourne. It will strengthen flights to destinations in Northeast Asia and Southeast Asia, and open a flight to Dubai as a first step in exploring the Middle East market.

Joint efforts will be made to build international air cargo planforms, such as the launch of the Jiangsu Jingdong Cargo Airlines and introduction of other cargo airlines from home and abroad. Large freight forwarders and logistics enterprises will be encouraged to settle in the province too.

The coastal province will also build airport-centered comprehensive transportation hubs, and improve fast and easy transfer among airport, subway stations and railway stations.
