Jiangsu committed to meeting development goals outlined in Government Work Report

Jiangsu authorities have expressed commitment to implementing comprehensive measures to achieve the development goals outlined in the Government Work Report, delivered by Premier Li Qiang at the third session of the 14th National People's Congress (NPC) on the morning of March 5.

We will launch special initiatives to boost consumption. Ultra-long special treasury bonds totaling 300 billion yuan will be issued to support consumer goods trade-in programs. 

---Si Yong, Director of the Jiangsu Provincial Department of Commerce, stated that the province will focus on four key areas to boost consumption. These include expanding the trade-in initiative for consumer goods, enhancing the supply of services, and elevating the nighttime economy to highlight vibrant community life, distinct Jiangsu flavors and international flair. Jiangsu will also organize various promotion activities and provide financial support while fostering a favorable environment for consumption.  

 

We will promote safe and sound development of commercial space, the low-altitude economy, and other emerging industries. We will establish a mechanism to increase funding for industries of the future and foster industries such as biomanufacturing, quantum technology, embodied AI, and 6G technology. We will accelerate the digitalization of manufacturing. We will support the extensive application of large-scale AI models and vigorously develop new-generation intelligent terminals and smart manufacturing equipment, including intelligent connected new-energy vehicles, AI-enabled phones and computers, and intelligent robots. 

---Zhu Aixun, Director of the Jiangsu Provincial Department of Industry and Information Technology, introduced the plan to optimize industrial layouts by focusing on six sectors: advanced manufacturing, information technology, new materials, new energy, space technology, and health sciences. Jiangsu aims to establish manufacturing innovation centers, platforms for cutting-edge materials and the low-altitude economy, and support breakthroughs in core technologies for emerging industries. 

 

We will promote comprehensive trials and demonstrations for expanding opening up of the service sector. We will open internet-related, cultural, and other sectors in a well-regulated way and expand trials to open sectors such as telecommunications, medical services, and education. 

---Sun Jin, Deputy Director of the Department of Commerce, said that the province will create a pro-business environment for foreign-invested projects in the service sector. This year, pilot regions including Nanjing and Suzhou will focus on hosting wholly foreign-invested hospitals. Nanjing aims to implement 104 tasks in the comprehensive pilot program for opening up the service sector, accelerate the application and replication of innovative achievements in this endeavor, and advance the standardization of pilot programs. 

 

Initiatives will be taken to invigorate the seed industry. We will launch the inter-provincial mechanism for major grain-purchasing areas to compensate major grain-producing areas under the overall planning of the central government, and give greater support to major grain-producing counties. We will expand the channels for increasing rural incomes.  

---Ji Hui, Director of the Jiangsu Provincial Department of Agriculture and Rural Affairs, Jiangsu will deepen integration of agricultural technology and industrial innovation, and ensure grain production stability, maintaining a grain planting area of over 82 million mu (5.47 million hectares). The province will accelerate the modernization of marine fisheries, get 800 villages recognized as livable, business-friendly and beautiful, and deepen reforms to further stimulate rural revitalization.
