1. What is the Jiangsu Health Code used for?

During the epidemic outbreak, the Jiangsu Health Code is used as an important certificate for daily mobility of the general public and epidemic prevention personnel take it as a main indicator of health.

2. Do I need to apply for the Jiangsu Health Code?

All those that come/return to Jiangsu and work, study, live, travel or temporarily stay in Jiangsu need to apply for and use the Code. At the exits and traffic checkpoints of train and coach stations, airports and ship terminals, those that come or return to Jiangsu shall report their health status by showing the Code. People entering public places including government establishments, enterprises and public institutions (including medical institutions and schools), communities (villages), public transport sites, hotels, restaurants, shopping malls and supermarkets make their health status known with the Code. Individuals can carry out mutual inspection by presenting the Code to each other.

3. How to apply for the Jiangsu Health Code?

① Click the “COVID-19” icon or search for “Jiangsu Health Code” in the APP “Jiangsu Government Affairs Services” and you will be directed to the “Jiangsu Health Code” page where users that have not been certified by real name will first go through authentication procedures before applying for the Code.

② Click the “COVID-19” icon or search for “Jiangsu Health Code” in the mini program “Jiangsu Government Affairs Services” in Alipay or search for “Jiangsu Health Code” on the Alipay homepage and you will be directed to the “Jiangsu Health Code” page where users that have not been certified by real name in the portal of Jiangsu Government Affairs Services will first go through authentication procedures before applying for the Code.

4. How do the elderly and children without access to smart phones apply for the Code?

Senior citizens and children without access to smart phones may obtain the Code in the form of an auxiliary card affiliated to the main card of a qualified code user on the precondition that the relationship between the two card users is indicated (e.g. parent, spouse, child or relative) and the main card is held accountable for the authenticity of the data in the auxiliary card. Otherwise, the applicant may fill in a printed Personal Health Status Declaration Card, based on which the employer, the community or relevant competent personnel will assess and grade the health risk of the applicant before stamping on the Card. The Card, valid for 14 days, is deemed equally effective as the Jiangsu Health Code.

5. Why does the Jiangsu Health Code have three colors?

Categorized management is carried out towards different groups of people with high (red), medium (yellow) and low (green) risks.

The three risk levels are worked out through data modeling, analysis and evaluation, with a view to scaling up self-prevention of residents and facilitating daily life and work.

6. In what cases is the Jiangsu Health Code red?

① Confirmed and suspected cases in isolated treatment at designated medical institutions;

② Asymptomatic infected cases in quarantine for medical observation at designated medical institutions;

③ Close contacts of confirmed and suspected cases and asymptomatic infected ones in medical observation;

④ People from key areas of the epidemic control and high-risk areas.

7. In what cases is the Jiangsu Health Code yellow?

① People from medium-risk outbreak areas;

② Confirmed cases or asymptomatic infected ones that have been cured and discharged from hospital but still within their 14-day observation period at home;

③ People with fever, dry cough, shortness of breath, fatigue and respiratory symptoms.

8. In what cases is the Jiangsu Health Code green?

① Local residents not identified as high or medium-risk ones;

② People from low-risk areas not identified as high or medium-risk people;

9. Is the color of the Jiangsu Health Code subject to change?

The Jiangsu Health Code is dynamically adjusted based on information from daily health declaration and big data analytics. The public is expected to voluntarily present the Code whenever needed in an inspection.

10. Could it be possible that the green is changed to yellow or the yellow is changed to red?

① Those with the green code, once found to have a history of travelling to or living in a medium-risk area within 14 days or with fever, dry cough, shortness of breath, fatigue or other respiratory symptoms, will see their code color changed to yellow. Those that are identified to be close contacts of confirmed or suspected cases or asymptomatic infected ones or found to have a history of travelling to or living in a key area of epidemic control or a high-risk area will see their code color changed to red.

② Those from medium-risk areas and confirmed cases or asymptomatic infected ones that have been cured and discharged from hospital but still within their 14-day observation period at home with yellow code will turn red once any of the following situations is reported during health status declaration: 1. body temperature hitting or exceeding 37.3℃; 2. cough; 3. other respiratory symptoms. Those yellow-code ones with fever, dry cough, shortness of breath, fatigue and respiratory symptoms, once diagnosed with COVID-19, will see the code changed to red.

11. In what cases is the red changed to green?

① Confirmed and suspected cases in isolated treatment at designated medical institutions, once cured and discharged from hospital, will see their code turn yellow and after a 14-day home observation period the code will change to green.

② Asymptomatic infected ones, after receiving a 14-day isolated medical observation at designated medical institutions, will see the code changed to green once they are tested negative for two consecutive times in nucleic acid test (the sampling interval must be at least 1 day).

③ Close contacts of confirmed and suspected cases and asymptomatic infected ones that are under medical observation as well as those from key areas of epidemic control and high-risk areas will see the code changed to green after the mandatory 14-day isolated observation.

12. In what cases is the yellow changed to green?

The yellow-code ones from medium-risk areas and confirmed cases or asymptomatic infected ones that have been cured and discharged from hospital but still within 14-day home observation will see their code turn green once the 14-day period is over and they have no such symptoms like fever or cough. Those with fever, dry cough, shortness of breath, fatigue or other respiratory symptoms, if diagnosed as non-COVID-19 patients, will see their code changed from yellow to green.

13. What if I have filled in the wrong information?

When filling in the information, users must faithfully report their health status after selecting a city and confirm the authenticity of the reported information by ticking the corresponding box. In case of any mistaken information spotted after the health code is generated, each user will only have two chances to re-fill and can only modify information filled in within three days.

14. What if I show symptoms like fever when I have a code?

Those with respiratory symptoms like fever or cough must immediately go to the fever clinic of the nearest possible hospital for treatment and avoid taking public transport.

15. What if I run into problems with the use of the Jiangsu Health Code?

16. Is there a period of validity for the Jiangsu Health Code?

The Jiangsu Health Code, once generated, carries a stamp of time. Residents may fill in health information on a daily basis as per requirements. Those who do not have access to electronic means for declaration may fill in a printed Personal Health Status Declaration Card which is valid for 14 days after stamped.

17. Is the personal information included in the Jiangsu Health Code kept safe?

All personal information collected by the Jiangsu Health Code is protected by law. Information used for other purposes than epidemic control by any employer or individual is strictly prohibited.

18. Where can foreign nationals, fellow countrymen from Hong Kong, Macao and Taiwan, the elderly and children obtain printed Personal Health Status Declaration Card?

The form, valid for 14 days upon being stamped, is available at communities, train and coach stations, airports and ship terminals.

19. Is passport number acceptable for the Jiangsu Health Code?

Passport holders that have domestic bank cards may apply for the Jiangsu Health Code after finishing real-name authentication in Alipay. Those that have failed in the authentication are required to fill in printed Personal Health Status Declaration Card.
