Administrative approval gets boost from online process

East China’s Jiangsu province has managed to transform government functions since the start of this year by streamlining administration, delegating more powers to lower-level government and society and improving regulation and optimize services, as is evidenced by the popularity of the online process of administrative approval.

A man surnamed Song in Huai’an city has been granted a business license recently through the online process of administrative approval. It took him less than 20 minutes to file the application through the mobile phone app and have the license mailed to him by the authorities.

Song is not alone when it comes to the growing popularity of the online process of administrative approval as the province is striving to streamline administration, delegate more powers to lower-level government and society and improve regulation and optimize services.

Authorities in Huai’an city have sorted out 399 items out of a total of 737 administrative approval items, which has enabled the applicants to gain access to online submission, online synchronized approval, information sharing, and credit review and supervision.

The online process of administrative approval has gathered momentum across Jiangsu. The local tax bureau of Qidong County has piloted the Internet plus taxation services to enable the taxpayers go through the process through distant online services rather than queuing up for a long time at the taxpaying hall and traveling back and forth on many occasions.

To streamline administration, delegate more powers to lower-level government and society, improve regulation and optimize services is a systematic project that needs to be guided by holistic planning and advanced as a whole. In recent years, the online process of administrative approval has gained growing popularity across the province with the 13 prefectural cities and 96 counties unveiling their respective plans for the implementation of the online-based administrative approval system.

A checklist of 11458 administrative items has been made public on the government service platform, ranging from education, healthcare, agriculture to enterprise registration and tax collection.
