Jiangsu delegates submit 19 proposals and 410 suggestions

The Jiangsu delegation of the second session of the 13th National People's Congress submitted a total of 19 proposals and 410 suggestions, according to the delegation on March 13.

Closely related to the national strategy, these proposals and suggestions focus on deepening reform and opening up, meeting requirements of high-quality development, and improving people's livelihood, which reflects the public’s expectation to have more sense of gain. Many proposals are based on in-depth research and detailed data, and the suggested solutions are also feasible and pragmatic, showing that the Jiangsu delegation are fulfilling their duties.

Most of the 19 proposals involved legislation and amendments. In response to the social development, many deputies have called for building a social credit system. Long Xiang, director of the Standing Committee of Nanjing People's Cogress, suggested speeding up legislation about social credit. According to the proposal, the State Council and various ministries and commissions have built up sufficient theoretical foundations and practical experience through the implementation of dozens of policies, the public also calls for such a law, and the rapid development of new technologies has also provided an opportunity for developing the credit system. Li Qing, a police officer in Xuzhou proposed to add a crime of assaulting a police officer in the criminal law. Li Suyan, an ophthalmologist at Xuzhou First People's Hospital, proposed to amend the Road Traffic Safety Law and increase the penalties for illegally occupying emergency lanes.
